What years to worry about
Federal rules turn on 1978, when lead-based paint was banned from sale for homes. Later houses sit outside them; earlier ones are treated as lead-bearing until a test says otherwise. Concord’s big building decades run from the 1950s through the 1970s, so the build year is what sorts one house from the next.
Reports and your records
Each California evaluation is written on CDPH Form 8552 and sent to CDPH within 30 days. Evaluating and then abating one structure is not allowed for the same company, which keeps the findings apart from the removal bid. File the report with the deed or lease: a certified finding of no lead-based paint exempts a rental from federal disclosure, and shows what was tested.
County resources
CDPH’s county directory lists a Childhood Lead Poisoning Prevention Program operated by Contra Costa County Public Health, reachable at (925) 608-5318. It is a public health program rather than a service for hire, so a paid inspection of a building still goes to a certified Inspector/Assessor.
What affects the cost
Building size, the number of surfaces or units tested, the choice between an inspection, a risk assessment or both, and laboratory analysis of paint chips or dust wipes all move the cost. Clearance after abatement is priced apart from the first evaluation.
Results from testing usually lead to a decision about the exterior, which exterior lead paint removal covers. Landlords with larger buildings can go to apartment and multi-family lead paint work. The Concord Lead Paint Removal home page lists every service.
