Old windows and doors are where lead paint wears fastest, and Concord Lead Paint Removal handles them: replacement, stripping and restoring wood frames, and the sills, jambs and sliders around them. In Concord the city adds its own step, because a building permit is required for any new, relocated or replacement window or door in a home.

In a house built before 1978, putting in a new window is EPA renovation work whatever its size. We take window and door projects in Concord, Martinez and Pleasant Hill.

Window and door options

Replacing windows (permit path)

Information Bulletin IB-007 requires a permit for any new, relocated or replacement window or door in a home, even like for like. Applicants submit a floor plan and energy-code details, plus framing drawings if an opening grows. The bulletin also warns that a different frame material can shrink the net opening, which matters for bedroom egress. Lead containment and permit drawings are best planned together.

Stripping wood frames

Sashes drag through their tracks, so their paint breaks down more than a wall’s. A frame worth keeping can go off site for stripping while the opening is covered, then return reglazed and painted with lead-free paint. The original profile survives and the stripping dust stays out of the rooms.

Doors and sliders

Door edges, stops and thresholds get knocked every day. Concord’s bulletin counts a sliding glass door as permit work. A door that stays can have its jamb and stop stripped in place, contained, or be swapped as a set.

Sills and troughs

Moving sashes shed dust onto the sill and into the trough below, where hands land and where clearance samples are taken. Cleaning it properly, and resurfacing a worn sill so it wipes clean, belong in the scope.

Renovation rules or abatement rules

Two rulebooks can apply to one window. New windows are renovation under the EPA rule, which keeps dust from spreading and leaves the lead in place. Taking the lead out permanently is Title 17 abatement: certified crew, written plan, notice to CDPH and clearance.

What affects the cost

Window and door counts, restoring versus replacing, unit size and type, interior trim that must come off, and renovation versus abatement all set the scope. A permit brings drawings and an inspection.

This work overlaps exterior lead paint removal, since frames sit in the outside wall of a Concord house. Larger remodels that include windows are described in lead-safe renovation and remodeling. Concord Lead Paint Removal’s home page lists all services.
