Lead-Safe Renovation and Remodeling in Concord

Lead-safe add-on cost in Concord

  • Small repair, one room$500 – $1,250+
  • Kitchen or bathroom remodel$1,550 – $4,500+
  • Several rooms or a whole floor$3,800 – $10,750+

Old paint turns to dust in a remodel, an addition or a deep repaint, so Concord Lead Paint Removal treats those jobs in older Concord houses as lead-safe work. Renovation firms are certified by the EPA rather than California, and the EPA’s Renovation, Repair and Painting (RRP) rule defines how the work is done.

The aim is a finished job with no lead dust left, not removal of the lead. We plan renovation in Concord, Martinez and Pleasant Hill, alongside whatever permit the city requires.

Common renovation projects

Kitchen and bath remodels

Concord names kitchen and bathroom remodels among permit work. In a pre-1978 house they also reduce painted cabinets, casings and plaster to dust. Unless surfaces are documented as lead-free, the EPA rule applies, and it binds every trade that is paid to be there, from carpenters to plumbers and electricians.

Repainting and surface prep

The prep is the hazard, not the paint: scraping, sanding and stripping make dust. EPA minor repair means up to 6 square feet in a room or 20 outside; windows and demolition never qualify.

Additions and wall openings

Building an addition in Concord takes a permit, and the work cuts through old stucco, lath and painted framing. Plastic walls off the work area, the yard is covered and debris leaves in bags every day. For lead work Title 17 sets the same finish, with no visible dust left.

Cleanup and verification

At the end of an RRP job comes cleaning verification: a damp disposable cloth is wiped over sills, floors and counters and compared with the EPA’s card. Title 17 clearance is a different test, run by a certified inspector after permanent abatement; our inspection page covers it for anyone wanting a lab result.

Where California renovation rules stand

California’s renovation rules are not finished: CDPH says it is “currently working on renovation-related regulations related to SB 1076 and the amendment in 2023.” In the meantime EPA firm certification and the RRP rule apply, and Title 17 already counts lead paint disturbed without containment as a hazard.

Gutting a bath or kitchen? Get lead paint inspection and testing done beforehand, since the results may spare some surfaces from the lead-safe scope. Concord also asks for a permit when windows are replaced, a topic of lead paint window and door work. Concord Lead Paint Removal lists every other service.
